Rep. Davis brings a wealth of knowledge and an unprecedented level of experience to the NC House. He is a graduate of New Hanover High School, received a BA degree in Political Science at the University of North Carolina at Chapel Hill, and received a JD degree from Wake Forest University Law School.
Ted served as an Assistant New Hanover County Attorney, an Assistant State District Attorney, and an Assistant United States Attorney before establishing his law practice in 1984. He retired from the practice of law in July of 2016.
Ted was elected to the New Hanover County Board of Commissioners in 1996; was re-elected in 2000, 2004, and 2008; and served as Chairman of the Board in 2000, 2001, 2002, 2008, and 2011. Also active in the community, Ted has served on the Cape Fear Community College Board of Trustees, UNCW Seahawk Club Board of Directors, Wilmington Regional Film Commission, Airlie Gardens Foundation Board of Directors, Azalea Festival Committee Chairman, and Rotary Club.
Ted was appointed by former Governor Beverly Purdue to the House of Representatives in September of 2012; elected in November of 2012; and re-elected in 2014; 2016; 2018; and 2020.
Ted has an amazing record of accomplishments and has been extremely initiative taking in supporting legislation that has positively impacted those residing in his Legislative District, New Hanover County, and the State of NC. To share with you all of the astoundingly impactful accomplishment Rep. Davis has achieved would result in a book, and not this short article. Some examples are:

- PFAS Pollution and Polluter Liability: Ted was the Senior Chair of a special River Quality Committee to learn more about PFAS pollution; and thereafter, he filed legislation that resulted in the initial funding to DEQ to address GenX. He asked Governor Roy Cooper to shut down the Chemours Plant located near Fayetteville, NC but the Governor refused to do so. During the 2022 Legislative Session, Ted filed House Bill 1095, which among other things, would require a party to pay a public water system any actual and necessary costs incurred by that public water system to remove, correct, or abate any adverse effects upon the water supply resulting from PFAS contamination exceeding a permissible concentration limit for which that party is responsible. This would protect you as the rate payers for the effected public water system from having to pay such expenses. This includes the Chemours Plant as a responsible party and the Cape Fear Public Utility Authority as a public water system.
- Abuse and Neglect in Public Schools: Rep. Davis was the Primary Sponsor of House Bill 205 which introduced language in this legislation to address child abuse, neglect, and sexual abuse in public schools.
- Election Integrity: Ted was a Primary Sponsor of HB 766 which prohibited the State Board of Elections, County Board of Elections, County Board of Commissioners, or elected municipal officials to solicit, take, or otherwise accept from any person any contribution, donation, or anything else of value for purposes of conducting State or local elections in North Carolina. No surprise that Cooper vetoed the Bill.
- Feeding the Hungry: The Food Bank of Central and Eastern North Carolina is the largest hunger relief organization in the region and presently supports the health and wellbeing of children, seniors, and adults in New Hanover, Brunswick, Columbus, and Pender counties. Ted met with the leadership of this non-profit organization, learned that the biggest obstacle to serve and assist more of the hungry in this area was the limited size of the facility, and was asked to secure $500,000 toward an expansion. Wanting to support this extremely worthwhile effort to help those in need, he worked with others in the State Legislature that he had built coalitions with and was able to get an increased appropriation of $750,000 for the expansion.
- Pilot Project to Treat Drug Overdoses: Ted filed legislation and secured the initial funding for this important and successful program to address opioid addiction. He has subsequently gotten annual funding to continue this important and successful program.
- Southeast Area Technical High School: At the request of SEA-TECH, an innovative vocational high school available to students in Wilmington and our area, Ted obtained funding to expand the facility.
- Fort Fisher Historic Site: At the request of the Site, Ted obtained $22,000,000 for a new visitors center; parking lot; and maintenance facility.
- Fort Fisher Aquarium: At the request of the Aquarium, Ted obtained $10,000,000, and supported getting another $10,000,000, for a total of $20,0000 for a renovation and expansion.
- Wrightsville Beach Local Act Amendment: At the request of the town, Ted successfully introduced 3 separate Bills that allowed the construction of improvements in the area at the end of East Salisbury Street and adjacent to Johnnie Mercer’s Pier, which included the use of the land as a public square or park (gazebos, boardwalks, public restrooms, outdoor showers, and foot rinse facilities), as well as public beach access.
The list of Ted Davis accomplishments positively impacting you are truly noteworthy. While he already has achieved much as you representative his work is not done.
- Education is one of his top priorities. He wants to ensure schools are made safer for your children. He will support a return to core curriculum and eliminate the socialization and gender self-identification in our schools. He supports parents having the right to be the authority of what and how their children are taught.
- He is a staunch supporter of restoring trust and honesty to our election processes. He will support legislation that makes voting easy but cheating hard.
- He will take a commonsense approach to supporting legislation that does not contribute to the already out of control inflation.
- He will continue to be your voice and initiative legislation that helps you as a citizen of his Legislative District, as well as citizens of the rest of New Hanover County.
We request that you do two especially important things. Make sure you are registered to vote and let your voice be heard by voting in the upcoming 2022 mid-term election. Remember, early voting begins October 20, 2022. It is critically important that you help achieve a Republican super majority in both the House and the Senate in order to override Governor Cooper’s record setting number of vetoes of good conservative legislation. Voting for Ted will help achieve this objective.
